When you were able to rewrite history and got some options for Iraq... what would you do?

To bring into memory, look here for some historic overview. Some headlines:
1988 Iraq retaliates against the Kurds for supporting Iran during the Iran-Iraq war, and through "Operation Anfal" slaughters civilians or forces them to relocate.
1990 Iraqi troops invade Kuwait.
1991 The Persian Gulf War begins when Operation Desert Storm launched by a U.S.-led coalition of 32 countries.

So let's assume it's January 1st, 1991.

1. Leave Iraq alone. Saddam Hussein may go on with whatever he's doing.
2. Increase diplomatic negotiations. Try more to persuade Iraq to comply with United Nations Security Council Resolutions.
3. Try to convince the Arab League to help or better take over responsibility in persuading Iraq to comply with UN Security Council Resolutions.

Would your rewriting improve the situation, less dead people and decrease of war threat?
